After the outbreak of the 'Cultural Revolution' in 1966, the stamp issuance system was completely reformed. The original 'Commemorative' and 'Special' series of stamps were abolished and replaced by 19 sets of 80 stamps labeled from 'Wen 1' to 'Wen 19'. These stamps were directly approved by the Central Cultural Revolution Group and were issued mainly from April 1967 to January 1970, covering themes such as political movements, leader worship, and images of workers and soldiers.

Adopting the 'Red Bright' aesthetics, with extensive use of red and generally larger ticket sizes (commonly 60×40mm) to avoid soiling the leader's image during cancellations. Many designs directly appropriate propaganda posters and newspaper photos, such as Document 12 'Chairman Mao Goes to Anyuan,' which is adapted from the same-titled oil painting, with a circulation of up to 50 million copies.

In 2018, the "Dai Yipian Hong" broke the record for the highest price for a single Chinese stamp at 13.8 million yuan, with its map error and rarity becoming the focus of collectors. The unissued stamp "Comprehensive Victory" (Mao Zedong and Lin Biao at Tiananmen) was auctioned for 6.67 million Hong Kong dollars in 2014.

Cultural Revolution stamps are important physical materials for studying Chinese politics and society in the 1960s and 1970s. Although their design was constrained by ideology, they unexpectedly became unique specimens of art—such as Document 7 'Poetry' combining cursive calligraphy with oil painting, and Document 14 'Nanjing Yangtze River Bridge' showcasing industrial achievements, which possess unique aesthetic values. In recent years, collectors from Europe and the United States, along with academic institutions (such as Harvard University), have started to study Cultural Revolution stamps systematically, viewing them as 'visual codes' for interpreting Chinese red culture.
